The Measurement Gap: Why Skills Data Alone Won’t Prove Workforce Readiness

Skills taxonomies show what’s on a profile; assessment scores show who passed a test—neither shows what someone does when pressure hits. This document names the gap and shows what fills it.

What’s inside?

The measurement gap

Every Fortune 1,000 CLO faces the same demand: prove workforce readiness with real capability data. The industry’s answer has been skills intelligence—taxonomies, proficiency scores, and capability maps.

The problem: none of it measures what people do when the pressure is real. This document names the gap and reframes the conversation around behavioral intelligence.

Three levels of simulation data

  • Individual behavioral intelligence
Decision-quality profiles showing which choices each learner made under pressure, with behavioral evidence and adaptive difficulty context.
  • Cohort and team intelligence
Behavioral heatmaps, team comparisons, and common decision-pattern analysis.
  • Organizational outcome reporting
The data that connects simulation investment to business results.

The ROLI framework

Three measures that connect simulation data to business cost:

  • Judgment Application (JA): Whether decision quality improved under pressure.
  • Behavior Longevity (BL): Whether improvement persists at 30, 60, 90 days.
  • Cost Reduction (FCR): The annualized business cost of the behavioral failure the simulation targets.
